Applicants Not Working in Canada Stream: Targeted at prospective immigrants outside Canada or those not currently employed in the country.
The Workers in Canada Stream is set to accept applications from 10 a.m. Eastern Daylight Time on March 31, 2025, until March 30, 2026, or until the application cap is reached. Details regarding the Applicants Not Working in Canada Stream will be released subsequently.
Eligibility Criteria
To qualify for the HCWP, applicants must meet specific requirements tailored to each pilot program.
Common Requirements for Both Streams:
Language Proficiency: A minimum Canadian Language Benchmark (CLB) level 4 in English or an equivalent level in French.
Education: Possession of a secondary school diploma or its foreign equivalent.
Specific Requirements:
Work Experience: A minimum of six months of continuous, full-time, relevant work experience within the past three years.
Child Care Pilot: Experience as a Home Child Care Provider (NOC 44100) or as an Early Childhood Educator/Assistant (NOC 42202).
Home Support Pilot: Experience as a Home Support Worker, Caregiver (NOC 44101), or Nurse Aide, Orderly, Patient Service Associate (NOC 33102).
Notably, work experience gained as a full-time student or through self-employment is ineligible.
Professional Training: For candidates lacking the requisite work experience, completion of a relevant educational credential of at least six months’ duration is acceptable.
Job Offer Requirements
A valid, full-time job offer is a cornerstone of the HCWP application. Eligible employers include:
Private Households: Families or individuals seeking in-home care services.
Organizations: Entities directly hiring full-time home care workers for short-term or occasional care, such as:
Home health care service providers
Home care support service providers
Direct Care Agencies
Personal care services in residential settings
Pediatric home health care service providers
It’s imperative to note that job offers from recruitment and placement agencies are not eligible under the HCWP. Additionally, a Labour Market Impact Assessment (LMIA) is not required to support these job offers.
Special Considerations for Applicants
In-Canada Applicants: Individuals applying under the Workers in Canada Stream must possess valid work authorization. Certain out-of-status workers may also be eligible, provided they meet specific criteria outlined by Immigration, Refugees and Citizenship Canada (IRCC).
Settlement Funds: Applicants applying from outside Canada under the Applicants Not Working in Canada Stream must demonstrate adequate settlement funds. The required amount varies based on family size and is intended to ensure applicants can support themselves and their dependents upon arrival in Canada.
Application Fees
The HCWP application process entails standard processing fees associated with permanent residency applications. Applicants should consult the IRCC’s official fee schedule for the most current information.
Pathway to Permanent Residency
